Where Is the Strategy Above the Tactics?

This report exemplifies how President Trump puts short term tactics above strategy at a time when the nation needs the most a solid and stable strategy for fighting covid-19. For Trump, inconsistency has been the trademark of his presidency. Everything is up for grabs if it deems useful and possible for his short term gains. The national guidelines for reopening the economy are actually a good document, apparently based on the experts’ suggestions. Yet shortly after announcing it, Trump went on to tweet for “liberating” some states with protest against the lockdown. Now he changed his position again by blaming a governor, when he himself have failed to show that he can try for once in his life to stick to his own guidelines for at least one month!

I am worried that the death toll will go up if many states prematurely reopen to the normal. But what else can we expect from a weak leader like Trump?

Another thought: To really speed up the tests, the most efficient way is to have self-administrated test kits and send them to individuals and households. A strong leader would make a nation- or even world-wide call for entrepreneurs to make innovations along that direction, as centralized tests are clumsy, contagious, and infeasible.
